DESCRIPTION
This is highly skilled work in directing, supervising skilled, semi-skilled, and unskilled workers, including students and other youth trainees in the areas of Carpentry, Masonry, and Roofing. General Construction, and building trades, including Plumbing, Electricity, Exterminating, Painting, Care of Grounds and Building Equipment, General Plant Maintenance and Repairs and Preventative Maintenance. Work involves the application of specialized knowledge in the building trades, and is performed with considerable independence in accordance with standard and/or accepted trade practices. This position works under the general supervision of the Assistant Director or Director of Maintenance and Plant Operations.
DUTIES AND RESPONSIBILTIES (NOT ALL INCLUSIVE)
- Makes periodic inspection of plant facilities to determine facilities and repair needs, proper working condition and general operating efficiency;
- Supervises and coordinates activities of workers engaged in one or more occupations;
- Studies production schedules and estimates man-hour requirements for completion of job assignments;
- Interprets and enforces company policies to subordinate employees;
- Enforces safety regulations;
- Interprets specifications, blueprints, and work orders to employees and assigns duties;
- Establishes or adjust operations to meet time lines using knowledge of capacities of equipment, machines and personnel;
- Recommends measures to improve service, production, equipment performance and utilization and work conditions;
- Analyzes and resolves work problems, or assists workers in solving work problems;
- Recommends or initiates effective personnel actions, such as commendations, promotions, and disciplinary measures;
- Assists in other employee training;
- Assists in estimate requisition, and inspection of materials, supplies and/or equipment for specific jobs;
- May confer with other supervisors to coordinate activities of individual section, activity centers, schools, divisions or other departments or agencies;
- Performs related work as required.
KNOWLEDGE, SKILL AND ABILITIES
- Skilled in the operation of hand tools normally used in construction, maintenance, landscaping, and other related e equipment;
- Skilled in the operation of power tools including circular saw, power drill, bench grinder, string trimmer, hedge trimmer, power floors cleaner, carpet shampoo machine, paint sprayer, power drain cleaner, chain saw, key machine and chemicals associated with maintenance and landscaping essential job functions;
- Skilled in the operation of motorized vehicles;
- Knowledge of federal and local safety practices and principles related to maintenance guidelines;
- Knowledge of principles and practices of employee supervision, including work planning, assignment and review and the training of staff in work procedures;
- Knowledge of policies, procedures, equipment, materials and supplies related to the construction, operation, maintenance and repair of facilities and infrastructure (such as streets, underground lines);
- Knowledge of policies, procedures, equipment, materials and supplies related to parks, landscape areas and street trees;
- Knowledge of policies, procedures, equipment, materials and supplies related to the service and maintenance of construction equipment and vehicles;
- Knowledge of applicable laws, ordinances, rules and regulations;
- Knowledge of computer applications related to the work;
- Knowledge of techniques for effectively dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone;
- Knowledge of inventory control practices and principles;
- Ability to maintain routine reports and to prepare trip records;
- Ability to perform heavy manual labor;
- Ability to work safely and reliably;
- Ability to work with specific instructions (either written, verbal physically demonstrated or diagrammed);
- Ability to work as a team member;
- Ability to act in a courteous and professional manner at all times;
- Ability to read and write.
FACTOR II: SUPERVISORY CONTROLS

Requires supervision of maintenance employees;
- Employee works confers maintenance needs and goals of the VIDE to a higher-level officers who describes scope of goals and daily objectives;
- Work is controlled by routine review and reporting to or consultation with principals, activity center heads and supervisor;
- Work is reviewed through on-site visits, reports, and achievement of objectives;
FACTOR III: GUIDELINES
- USVI Traffic Safety Laws, Federal Safety Laws, and Departmental guidelines and procedures must be followed.
- Employee is expected to use knowledge acquired through specific instructions, and experience in making independent decisions.
FACTOR IV: COMPLEXITY
Requires a combination of job functions using sound judgment to perform a variety of job tasks and supervision according to clearly prescribed instructions, standard practices, and procedures.
FACTOR V: SCOPE AND EFFECT
- The purpose of this work is to ensure the completion of maintenance goals in the buildings and infrastructure of all VIDE grounds.
- Requires responsibility for contributing to agency objectives by supporting or performing routine work activities within a small organizational unit.
Errors at this level may have cumbersome consequences and are readily detected through frequent checking or inspection.
FACTOR VI: PERSONAL CONTACTS AND PURPOSE OF CONTACTS
- Requires personal contact with fellow employees, supervisors, administrators, work unit and in some cases students.
The purpose is to obtain, clarify, or give facts or information to aid in the production of accomplishing assigned tasks
FACTOR VII: PHYSICAL DEMANDS

- Must be able to stand for long periods of time with intermittent walking
- Requires medium to heavy work, including continuous physical exertion such as frequent bending, lifting or climbing.

FACTOR VIII: WORK ENVIRONMENT
- Requires performing regular job functions in an adverse working environment containing a combination of disagreeable elements which impact significantly upon the employee's capacity for completing work assignments.
- Some goods may require special condition handling and storage, which may affect the working environment.
- Some of the loading and unloading can be outdoors in all weathers.
- Workers normally wear protective clothing like safety shoes.
- Workers are required to adhere to standard safety regulations to ensure personal safety and the safety of others.
EDUCATION AND EXPERIENCE
- Completion of the twelfth grade or equivalent and successful completion of an approved course in building technology and facilities maintenance and at least six ( 6) years of progressively responsible supervision in building repairs, construction or plant maintenance and repair work;
OR
- Completion of the twelfth grade or equivalent and eight ( 8) years progressively responsible role except at the journeyman level in two or more building trades such as plumbing/electrical wiring, carpentry, mechanical or refrigeration work, three (3) years of which should be in a supervisory capacity;
OR
- Completion of the twelfth grade or equivalent and two (2) years’ experience as a Maintenance Engineer II or its equivalent.
