PRINCIPAL EVALUATION PROCESS

The U.S. Virgin Islands principal evaluation process focuses on principal leadership practice, which is the daily work of principals, and supports principal growth and improvement. This site provides the tools and resources needed to complete the principal evaluation process.
Final Performance Cut Scores
The principal evaluation process aligns with the Interstate School Leaders Licensure Consortium (ISLLC) Standards, which are research-based policy standards that have been adopted by 48 states and two territories including the U.S. Virgin Islands. The ISLLC Standards are model leadership standards that outline what education leaders should know and be able to do to ensure that all students graduating from high school are prepared to enter college or the modern workforce.
The Five Essential Practices of School Leadership framework has been written by AIR and adapted to reflect our unique school leadership context. The framework describes performance progressions in observable and measurable terms articulates a performance progression of performance levels, and reflects the U.S. Virgin Islands school context. The Framework provides a starting point for important conversations about principal performance expectations. The framework is also standards-based because it aligns with ISLLC Standards.
Principal observation offers powerful information about principal performance on routine leadership tasks that have great potential for improving teaching and learning. The Instructional Feedback Observation Evaluator's Manual provides guides and tools to observe a principal providing instructional feedback to a teacher during the teacher's post-observation conference.
All principals are required to develop and present a portfolio as part of their annual evaluation. The Principal Portfolio is a collection of authentic artifacts that demonstrate performance related to the leadership practices and indicators detailed in the Five Essential Practices of School Leadership framework. It is a set of strategically chosen artifacts that are created and used in the everyday routines of a principal. It is not a random collection of accomplishments. Evidence for all of the practices, indicators, and elements in the Five Essential practices for School Leadership framework must be provided in the Principal Portfolio.
A Professional Growth Plan (PGP) is a required artifact for the Principal Portfolio. All principals are responsible for completing an annual Principal Professional Growth Plan (PGP), which describes professional learning goals, evidence of professional development activity completion, and evidence of applying learning to school contexts. The goal of the PGP is to advance a principal’s leadership practice.
School leadership time is critical in leading effective schools and being present helps maximize school leadership time. The VIDE includes school leadership time as one of the measures in the principal evaluation process. School leadership time is indicated by a principal's attendance and punctuality and follows the U.S. Virgin Islands Department of Education Personnel Attendance Policy. School leadership time represents 10% of a principal's total evaluation score calculated at the end of the school year. Click here for a copy of the policy.
The Vanderbilt Assessment of Leadership in Education (VAL-ED) is an evidenced-based, multi-rater rating scale that assesses principals’ behaviors known to directly influence teachers’ performance and in turn influence student learning. It is a 360-degree survey in which key people surrounding the principal (teachers and superintendents) respond to survey questions. The VAL-ED survey is completed in the fall and spring by full-time instructional teachers in each principal’s school and the superintendent.
For the 2015-16 school year, the VAL-ED survey results are used as formative information only. The scores are not used to calculate a principal's evaluation score.
